Procurement Engineer – Saudi National Required

About the role

Decima International is seeking a Saudi national to join its Project Management Consultancy team in Riyadh as a Procurement Engineer. The role supports the development and execution of procurement strategies for large‑scale construction and infrastructure projects, ensuring timely delivery of critical equipment and materials.

Key responsibilities

• Develop and implement project procurement plans and coordinate procurement of major equipment, materials, and subcontracted packages.
• Prepare, review and manage RFQs, RFPs, tender documents and procurement packages, ensuring compliance with technical specifications.
• Support vendor pre‑qualification, evaluation, selection, negotiations and award recommendations.
• Track long‑lead equipment schedules, perform expediting, delivery monitoring and coordinate Factory Acceptance Testing (FAT) through to site delivery.
• Maintain procurement trackers, status reports and documentation within the project EDMS/PMIS, and report risks and delays to senior management.

Required profile

• Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Supply Chain Management, Procurement, Construction Management or related field.
• 3–5 years of procurement experience on construction, infrastructure or major engineering projects, with a focus on long‑lead equipment.

Required skills

• Advanced Microsoft Excel, Word and PowerPoint.
• Experience with ERP/procurement systems such as SAP or Oracle.
• Proficiency with EDMS/PMIS platforms and procurement tracking tools.
• Ability to read and interpret technical specifications, datasheets and engineering drawings.
• Knowledge of logistics coordination, Incoterms, shipping and customs clearance.
