Procurement Officer

About the role

The Procurement Officer will establish and run PSC's procurement function, ensuring full traceability of vendor selection, pricing, and delivery. This role is responsible for qualifying vendors and subcontractors, managing competitive quotations, issuing purchase orders, and monitoring deliveries in line with construction project needs.

Key responsibilities

• Build and maintain an approved vendor and subcontractor register, verifying licences, financial capacity, and performance.
• Issue RFQs, prepare commercial comparison sheets, negotiate prices and payment terms, and recommend award decisions.
• Generate and administer purchase orders and call‑offs against framework rates, expediting deliveries to meet site schedules.
• Track supplier performance (quality, lead time, reliability, commercial discipline) and feed quarterly scorecards.
• Coordinate receiving inspection with Storekeeper/Logistics and invoice matching with Finance (3‑way match).
• Set up procurement registers, PO templates, and ERP procurement records as a Stage 1 deliverable.

Required profile

• Bachelor's degree in Engineering, Supply Chain, or Business Administration.
• 4–6 years of procurement experience in the Saudi construction sector.
• Familiarity with construction materials and specialized systems (EIFS, GRC, steel, MEP) preferred.
• CIPS certification and a valid KSA driving licence are advantageous.
• Professional proficiency in Arabic and English.
