Resident Project Manager – Construction/Engineering

About the role

HCO is looking for an experienced Resident Project Manager to act as the on‑site client representative for a major industrial and logistics facility in Riyadh. You will oversee construction execution, ensure compliance with designs, programme, quality, HSE and contractual requirements, and support the project through to handover.

Key responsibilities

• Serve as the primary site‑based client representative during construction.
• Monitor day‑to‑day construction activities against approved drawings, specifications and the baseline programme.
• Administer the contract, issue contractual notices and manage construction sequencing and trade interfaces.
• Identify and escalate risks, constraints, delays and non‑compliances with clear recommendations.
• Lead site inspections, quality reviews, NCRs, corrective actions and close‑out processes.
• Track project progress, flag critical‑path risks and support recovery planning.
• Enforce HSE requirements, monitor contractor safety performance and support testing, commissioning and handover readiness.
• Coordinate with contractors, developers, vendors and other client‑appointed stakeholders.
• Prepare technical observations, weekly progress reports, dashboards and maintain accurate site records.

Required profile

• Minimum 15 years of experience delivering industrial, logistics or warehouse projects.
• Degree in Engineering, Construction Management or a related discipline.
• Previous experience as a site‑based client representative, consultant or construction supervisor.
• Strong knowledge of FIDIC‑style contracts and contract administration.
• GCC experience required; Saudi Arabia experience preferred.
• Proven expertise in construction management, site supervision, quality, programme and HSE.
• Experience working with international clients and strict project standards.
• Native Arabic speaker with strong English communication skills.
• Available for a full‑time, on‑site role in Riyadh.
