Risk Officer – Urban Development

About the role

The Risk Officer will join AlBalad AlAmeen’s mission‑driven team in Mecca, supporting large‑scale urban development and regeneration projects. This full‑time, on‑site position focuses on identifying, assessing and monitoring financial, operational, legal and project‑related risks.

Key responsibilities

• Maintain and update the risk register for all development initiatives.
• Conduct risk analyses on existing and proposed projects.
• Prepare regular risk reports and dashboards for senior management and governance committees.
• Develop and revise risk policies, frameworks and procedures.
• Coordinate risk assessments with internal departments and external partners.
• Support regulatory compliance, participate in audits and recommend mitigation measures.
• Collaborate with project, finance, legal and operations teams to embed risk awareness into key processes and strategic decisions.

Required profile

• Strong knowledge of risk management principles, frameworks and tools, preferably in real‑estate, urban development or infrastructure.
• Bachelor’s degree in Risk Management, Finance, Business Administration, Engineering or a related field; professional certifications (CRM, FRM, PMI‑RMP, ISO 31000) are a plus.
• Experience in government‑related entities, municipal projects or public‑private partnerships is beneficial.
• Excellent written and verbal communication in English; Arabic skills are advantageous.
• High ethical standards, confidentiality and a commitment to continuous improvement.
