Safety Management System (SMS) Manager

About the role

The Safety Management System (SMS) Manager leads the development, implementation and continuous improvement of Tibah Airports’ SMS in line with GACA regulations, ICAO standards and company policies. This senior position oversees the four SMS pillars, provides safety performance data to senior leadership and ensures a proactive safety culture across the airport.

Key responsibilities

• Develop, implement and maintain the airport’s Safety Management System, including policies, procedures, manuals and governance frameworks.
• Lead hazard identification, risk assessment, mitigation and acceptance processes, and maintain the safety risk register.
• Oversee safety performance indicators, targets and reporting, presenting dashboards and risk profiles to senior management.
• Coordinate and support GACA and external audits, manage corrective actions and ensure regulatory compliance.
• Lead major safety investigations, root‑cause analyses and ensure timely closure of corrective actions.
• Collaborate with Operations, Facility Management, Security, ARFF and other departments to integrate safety requirements into all activities.

Required profile

• Bachelor’s degree in Aviation Management, Safety Management, Occupational Health & Safety, Engineering or related field; Master’s preferred.
• Minimum 8 years of safety or risk management experience, with at least 3 years in a leadership role.
• Fluent in Arabic and professional proficiency in English.
• Knowledge of GACA regulations, ICAO Annex 19 and SMS principles.
