Senior Cost / Budget Controller

About the role

Provide overall cost management and budget control oversight for a major oil and gas/petrochemical project, ensuring the EPC contractor’s financial performance aligns with approved budgets and contractual commitments.

Key responsibilities

• Review cost estimates, budgets, commitments and forecasts submitted by the EPC contractor.
• Lead cost reviews, validate progress and cost reports, and deliver variance analysis with recommendations.
• Evaluate contractor cost‑control procedures for compliance with the Project Management System and client requirements.
• Support the Project Controls Manager in developing cost baselines, change‑control procedures and cash‑flow forecasting.
• Review and validate claims, invoices and variation orders for accuracy and contract compliance.
• Prepare monthly cost performance summaries and assist with final cost close‑out and lessons‑learned documentation.

Required profile

• Bachelor’s degree in Engineering, Quantity Surveying, Administration, Business or a related field (or equivalent diploma with recognized certification).
• Minimum six years of project cost engineering experience on major oil & gas or petrochemical projects.
• Ten to fourteen years of overall experience in cost management, with proven ability to evaluate and consult on project cost accounting.
• Based in Alkhafji, Saudi Arabia.
