Senior Director, Commercial (Strategic Development Unit)

About the role

The Senior Director – Commercial (Strategic Development Unit) leads the commercial function for Qiddiya Investment Company’s Construction Management vertical. Reporting to senior leadership, you will embed commercial discipline, safety and cost‑control into procurement and contract administration across all projects.

Key responsibilities

• Establish, implement and maintain the commercial management framework for Construction Management, covering procurement strategy, contract administration, cost control and commercial assurance.
• Define and embed commercial policies, processes, procedures, manuals and templates aligned with QDC governance and Delegation of Authority.
• Drive strategic commercial decision‑making across procurement and contracts to ensure value for money, appropriate risk allocation and safety integration.
• Lead development of commercial strategies at project and programme level, aligned with approved business and cost plans.
• Provide functional oversight and governance of procurement commercial inputs, including contract strategies, payment mechanisms and incentives.
• Oversee contract administration frameworks, including change control, payment certification, claims management, EOT assessments and dispute avoidance.
• Ensure robust cost management, forecasting and reporting throughout the project lifecycle to meet approved budgets.
• Monitor commercial performance, risks and exposures and implement mitigation strategies with Delivery, Procurement, Finance and Risk functions.
• Act as the commercial authority within the Construction Management vertical, offering guidance, challenge and escalation support in a matrix environment.
• Establish commercial governance checkpoints aligned with stage‑gate approvals and executive decision forums.
• Support preparation and review of commercial inputs to Board and N‑1 papers, including cost summaries and risk positions.
• Capture, analyse and disseminate commercial lessons learned, benchmarks and best practices across the organisation.

Required profile

• Strategic leadership role with responsibility for commercial management in construction.
• Proven ability to drive cost outturns and embed commercial governance.
• Experience collaborating with cross‑functional teams such as Delivery, Procurement, Finance and Risk.
