Senior HSE Consultant

About the role

The Senior HSE Consultant will provide strategic health, safety and environment guidance to the CHEC Middle East Division, ensuring regulatory compliance and fostering a strong HSE culture across all projects in the region. This senior position requires extensive interaction with regulatory bodies, clients and internal teams, and involves travel to multiple project sites.

Key responsibilities

• Strategic HSE Oversight: Advise on compliance, risk management and HSE culture for Middle East projects.
• Client & Regulatory Liaison: Serve as primary contact with authorities such as the Public Investment Fund (PIF) and NCOSH.
• Policy Development: Lead creation and implementation of HSE policies aligned with Saudi Vision 2030 and international best practices.
• Incident Management: Investigate major incidents, determine root causes and implement preventative measures.
• Project Support: Conduct site inspections, safety walks and management reviews across the region.
• Stakeholder Management: Collaborate with clients, contractors and senior management to address complex HSE challenges.

Required profile

• Educational Background: Master’s or bachelor’s degree in Engineering, Science, Occupational Safety & Health or related field (regular degree required).
• Professional Certifications: Certified Safety Professional, PMP, NEBOSH International Diploma, OSHA Outreach Trainer, and accredited Saudi engineering qualification.
• Experience: Minimum 20 years of HSE experience in construction, marine or infrastructure; age 50+; proven work with PIF or NCOSH; senior military or police background; regional experience in KSA, UAE and/or Qatar.
• Specific Knowledge: In‑depth understanding of Saudi HSE laws, regulations and industry standards.
• Language: Fluent English (written and spoken); Arabic highly advantageous.
