Senior Procurement Manager

About the role

The Senior Procurement Manager will lead all procurement and contract administration activities for Project Management Consultancy (PMC) projects, ensuring that strategies, tendering, vendor selection and contract awards meet project requirements, budgets and schedules while delivering best value.

Key responsibilities

• Develop and implement procurement strategies aligned with client and project objectives.
• Manage the full procurement cycle: pre‑qualification, tendering, bid evaluation, negotiation, recommendation and contract award.
• Prepare procurement plans, schedules and tender documents for consultants, contractors, suppliers and service providers.
• Coordinate with technical, commercial, legal and project teams throughout procurement activities.
• Oversee RFQs, RFPs, ITTs and tender clarification processes.
• Lead commercial negotiations and prepare evaluation reports and award recommendations.
• Maintain relationships with approved vendors, monitor performance and resolve disputes.
• Control costs and risks, monitor market trends and support value‑engineering initiatives.
• Produce procurement status, KPI and management reports; ensure compliance and support audits.

Required profile

• Bachelor’s degree in Engineering, Supply Chain, Business Administration, Quantity Surveying or related field.
• Preferred Master’s degree or professional certification (CIPS, PMP, MRICS, etc.).
• Minimum 15 + years of procurement and contracts management experience, preferably in PMC, mega‑projects, construction, mixed‑use or hospitality developments.
• Prior client‑side PMC experience and exposure to GCC/KSA projects is highly preferred.
