Testing & Commissioning Section Head

About the role

The Testing & Commissioning Section Head leads the integration, validation and execution of testing and commissioning activities for large‑scale process plant projects. Reporting to senior management, the role ensures all works meet client requirements, project standards and schedule constraints.

Key responsibilities

• Manage integration and validation activities of the Contractor, including review and approval of all test and commissioning plans and procedures.
• Lead and supervise a team of discipline engineers in the preparation and execution of commissioning activities on site.
• Coordinate with Systems Engineering, Operators, civil works, EXPRO and other third parties to meet testing and commissioning requirements.
• Plan, organize and monitor work to ensure compliance with project schedules and contractual obligations.
• Conduct risk assessments for testing and commissioning tasks, endorse results and recommend mitigation actions.
• Oversee final inspections, issue Contract Completion and Handover Certificates.
• Review calibration of testing equipment on site and ensure equipment accuracy.
• Prepare testing and commissioning reports, documentation and as‑built drawings.
• Ensure training for maintenance and operations staff, and delivery of O&M manuals and spare parts lists.
• Maintain compliance with Hill International’s Quality, Environmental, Safety and Occupational Health policies.

Required profile

• Minimum 20 years of experience in testing, commissioning and engineering of water, wastewater or process plant projects.
• Proven leadership experience managing multidisciplinary engineering teams.
• Strong knowledge of regulatory requirements and ability to negotiate with public agencies.
• Excellent coordination skills with clients, contractors, vendors and internal stakeholders.
• Ability to produce comprehensive technical reports and documentation.
