Emergency Management Specialist – Jubail

About the role

The Emergency Management Specialist will support the development, maintenance and monitoring of the Emergency Management System for the Royal Commission in Jubail and Ras Al‑Khair. The role focuses on creating, reviewing and testing Emergency Response Plans (ERPs) for various departments and sectors across the two industrial cities.

Key responsibilities

• Develop and maintain Emergency Response Plans and Recovery Plans in line with international standards such as ISO 22361:2022.
• Conduct field assessments to identify gaps in emergency capabilities and provide recommendations to senior management.
• Coordinate with stakeholders, authorities and internal teams to ensure plans are aligned with regulatory codes and best practice.
• Support training, exercises and post‑incident reviews to continuously improve crisis and disaster management capabilities.

Required profile

• Bachelor’s degree from an accredited institution.
• 3–6 years of resilience or emergency management experience, preferably within large‑scale industrial projects.
• Membership in an internationally recognised emergency management or crisis‑disaster organisation is desirable.
• Strong written, verbal and interpersonal communication skills and ability to work in a culturally diverse environment.

Required skills

• Knowledge of ISO 22361:2022 or equivalent emergency management standards.
• Familiarity with emergency management regulatory codes.
• Proficiency with Microsoft Office applications (Word, Excel, PowerPoint).
