HR Operations Manager

About the role

The HR Operations Manager is responsible for overseeing daily HR services, ensuring compliance with Saudi labour regulations, and managing the company’s Taskforce workforce. The role coordinates government documentation, employee onboarding/offboarding, and rented manpower planning.

Key responsibilities

• Manage day‑to‑day HR operations and employee services across the organization.
• Oversee issuance, renewal, and maintenance of Iqamas, visas, work permits, licences and other official employee documents.
• Maintain relationships with government authorities, embassies, service providers and external agencies.
• Ensure all HR and government‑related activities comply with Saudi labour law, company policies and approved procedures.
• Develop, review and implement HR operations policies, procedures, service standards and internal controls.
• Monitor validity of employee documents and coordinate timely renewals.
• Handle authentication and attestation of employee qualifications and official documents.
• Coordinate onboarding and off‑boarding processes, including documentation, government registration and site access.
• Act as focal point for Taskforce manpower requests, consolidating needs and preparing short‑ and long‑term workforce plans.
• Collaborate with Procurement and approved suppliers on quotations, contracts, mobilisation timelines and service levels.
• Monitor mobilisation, deployment, transfer, replacement and demobilisation of rented employees, ensuring legal compliance and required qualifications.

Required profile

• Strong knowledge of Saudi labour regulations and government documentation processes.
• Proven experience in managing HR operations and employee services.
• Ability to develop and enforce HR policies, procedures and internal controls.
• Excellent coordination skills with multiple internal stakeholders and external agencies.
• Experience handling Taskforce or contingent workforce planning and supplier management.
