Civil Engineer – Heavy Civil Construction (Tabuk, Saudi Arabia)

About the role

Parsons is looking for an experienced Civil Engineer to lead design validation, site execution, and quality assurance for large‑scale infrastructure projects in Tabuk, Saudi Arabia. The role involves supervising heavy civil works such as grading, earthworks, roads, and utilities while ensuring compliance with project master plans and international engineering standards.

Key responsibilities

• Oversee day‑to‑day heavy civil construction activities, including bulk earthworks, deep grading, road networks, and wet/dry utility installations.
• Review contractor shop drawings, material submittals, and method statements to identify constructability issues early.
• Conduct site inspections, witness compaction testing, and verify concrete pouring preparations, providing sign‑offs with client representatives.
• Monitor contractor performance against schedule, track material quantities, and report progress to the Resident Engineer.
• Enforce strict health, safety, and environmental guidelines on a demanding desert site.

Required profile

• Minimum 7 years of direct civil engineering experience in mass earthworks, road networks, or large‑scale site development.
• Bachelor’s degree in Civil Engineering; registration with the Saudi Council of Engineers is highly preferred.
• Willingness to relocate to and work full‑time in the Tabuk region.
• Strong technical English communication skills for interaction with contractors and project teams.

Required skills

• Knowledge of international civil engineering standards such as ASTM, AASHTO, and ACI codes.
• Ability to interpret grading plans, utility profiles, and geotechnical reports.
• Experience with site inspections, compaction testing, and concrete quality control.
