Commercial Manager

About the role

Parsons is seeking an experienced Commercial Manager to join its Riyadh team, acting as the critical link between project delivery and financial performance on a high‑profile infrastructure programme.

Key responsibilities

• Oversee commercial reporting, including cost planning, budgeting, cash‑flow forecasting and Earned Value Analysis (EVA).
• Administer complex contracts (FIDIC, NEC or bespoke) and ensure compliance with KSA procurement regulations.
• Identify and mitigate contractual and financial risks throughout the project lifecycle.
• Lead assessment, negotiation and resolution of variations, change orders and disputes.
• Serve as the primary commercial liaison for the client, government authorities and major subcontractors.
• Mentor and manage a team of Quantity Surveyors and Cost Engineers, promoting technical excellence.

Required profile

• Minimum 15 years of progressive commercial management experience on large‑scale global engineering or mega‑construction projects.
• Proven experience in the GCC, with deep knowledge of Saudi regulatory frameworks and Vision 2030 initiatives.
• Bachelor’s degree in Quantity Surveying, Commercial Management or Civil Engineering.
• Chartered status (e.g., MRICS, FRICS) highly preferred.
• Expert knowledge of FIDIC contract forms and familiarity with DB, DBB and PMC delivery models.
• Excellent English communication skills, capable of presenting complex financial data to senior leadership.
