Commercial Manager – Project Finance & Contracts

About the role

Parsons is seeking an experienced Commercial Manager to join its Riyadh delivery team. The role bridges project execution with financial performance, ensuring large‑scale infrastructure projects remain profitable, compliant, and on schedule.

Key responsibilities

• Oversee commercial reporting, including cost planning, budgeting, cash‑flow forecasting and Earned Value Analysis.
• Administer complex contracts (FIDIC, NEC or bespoke) in line with Saudi procurement regulations.
• Identify and mitigate contractual and financial risks throughout the project lifecycle.
• Lead assessment, negotiation and resolution of variations, change orders and disputes.
• Serve as the primary commercial liaison for the client, government authorities and major subcontractors.
• Mentor and manage a team of Quantity Surveyors and Cost Engineers.

Required profile

• Minimum 12 years of progressive commercial management experience on large global engineering or mega‑construction projects.
• Proven experience in the GCC, with solid knowledge of Saudi regulatory frameworks and Vision 2030 initiatives.
• Bachelor’s degree in Quantity Surveying, Commercial Management or Civil Engineering.
• Professional chartered status (e.g., MRICS, FRICS) is highly preferred.
