Cost Control Manager – Roads and Infrastructure

About the role

The Cost Control Manager for Roads and Infrastructure will lead the planning, monitoring, and control of project costs on large‑scale road and bridge construction programmes. The role ensures delivery within approved budgets by implementing robust cost control systems, tracking expenditures, forecasting costs and highlighting financial risks and opportunities.

Key responsibilities

• Develop and review conceptual and detailed cost estimates for infrastructure works.
• Conduct material and subcontractor comparisons, negotiate terms and select vendors.
• Contribute to technical proposal deliverables and prepare top‑sheet, indirect cost estimates, and risk/opportunity analyses.
• Lead and defend proposal presentations to senior management.
• Oversee post‑award hand‑over and ensure cost control processes are applied throughout project execution.

Required profile

• Bachelor’s degree in Civil Engineering.
• 20+ years of experience in construction cost estimation, including at least 5 years as a senior estimator.
• Strong cost awareness, technical knowledge and understanding of execution methodology.

Required skills

• Proficiency with CESSM4.
• Experience using Civil3D, Revit and AutoCAD.
• Advanced MS Office suite skills.
