Director of Contracts & Commercial (DCP/Gas Infrastructure)

About the role

The Director – Contracts & Commercial (DCP / Gas Infrastructure) will act as the principal commercial architect for the city’s District Cooling Plants and gas farm network. Reporting to senior leadership, you will ensure financial viability, tariff structuring and procurement governance across multi‑billion‑dollar frameworks supporting Vision 2030.

Key responsibilities

• Design, implement and continuously update tariff structures, capacity charges and consumption rate models for district cooling and gas storage networks.
• Lead commercial negotiations, enforcement and auditing of long‑term BOOT, concession and supply agreements.
• Manage post‑contract vendor compliance, cross‑charge recovery models and asset return protection over multi‑decade lifecycles.
• Coordinate with master developers, concessionaires, utility providers and large commercial/residential consumers to optimise off‑take agreements.
• Oversee data governance and reporting to support commercial decision‑making.

Required profile

• Minimum 20 years of experience (≈240 months) in contract administration, commercial structuring and tariff modeling.
• Proven track record managing large‑scale infrastructure projects, preferably in gas or district cooling sectors.
• Strong understanding of BOOT and concession contract frameworks.
• Ability to work with diverse stakeholders and ensure strict compliance.
