Growth Consultant – Government Agencies

About the role

We are looking for a Consultant to drive growth for government agencies through Elm’s Growth Unit. The role will diagnose agency operations, identify revenue and maturity opportunities, and guide them through a proven methodology to deliver measurable results.

Key responsibilities

• Assess agency mandate, operating and revenue model, and the sector it regulates.
• Gather field‑grade evidence of the current state and benchmark against regional and global peers.
• Identify maturity gaps and size growth opportunities such as new digital services, data monetisation, fee models, commercial arms, and PPP structures.
• Design and deliver growth camps, collaborate with experts and agency stakeholders, and ensure high‑quality outputs that generate actionable opportunities.
• Build robust business cases, perform commercial modelling, and present clear pursue/hold/pass recommendations to agency and Elm leadership.
• Conduct lean experiments (landing pages, pricing tests, concierge pilots) to validate assumptions and advise on scaling.
• Manage senior agency relationships, run diagnostic workshops, and sustain momentum after camp completion.
• Produce executive‑ready sector analysis and reporting to support decision‑making.

Required profile

• Proven experience in consulting or strategy roles within the public sector or related industries.
• Strong analytical mindset with ability to synthesize complex data into actionable insights.
• Excellent communication and stakeholder‑management skills, capable of influencing senior officials.
• Track record of delivering business cases and guiding projects from ideation to execution.
