People and Culture Manager

About the role

Accor is seeking an experienced and empathetic People and Culture Manager to lead its people strategy in Riyadh, Saudi Arabia. You will partner with senior leaders to build an inclusive workplace, drive talent development, and ensure compliance with local labor regulations.

Key responsibilities

• Develop and execute a comprehensive People and Culture strategy aligned with business goals.
• Lead recruitment, onboarding, and retention initiatives across all departments.
• Manage, coach, and develop the People and Culture team.
• Partner with department heads on workforce planning and organizational design.
• Oversee employee onboarding, training programs, and probationary reviews.
• Coach managers on performance management and difficult conversations.
• Handle employee relations matters with sensitivity and ensure legal compliance.
• Analyze engagement survey results and drive improvement initiatives.
• Design and implement reward, wellbeing, talent management, and leadership programs.
• Prepare regular People and Culture reporting and analytics.

Required profile

• Tertiary qualification in Human Resources, Organizational Development or related field.
• 3–5 years of experience in HR or People and Culture roles.
• Proven experience in employee relations, performance management and workplace issues.
• Strong knowledge of Saudi Arabian labor laws and regulations.
• Excellent communication, negotiation and relationship‑building skills.
• Demonstrated ability to manage and mentor direct reports.
• Analytical mindset with data‑driven decision‑making.
• High personal integrity, transparency and change‑leadership capability.
• Fluent in English, both written and verbal.
