PMC Procurement & Contracts Lead (UK/US National Only)

About the role

Decima International, a project management and controls consultancy serving clients in the US and the Middle East, is seeking an experienced Procurement & Contracts Lead to lead the procurement and contracts function on large-scale data center, mission-critical and infrastructure programmes in KSA. The role sits within the PMC teams and acts as the Owner's onsite representative, leading the full procurement and contract lifecycle for EPC contractors and major project packages on the Client's behalf.

Key responsibilities

• Support the Client in developing and implementing procurement and contracting strategies, and develop package plans, tender schedules, bidder lists and governance processes.
• Lead contractor and supplier prequalification, capability assessments, RFQs, RFPs and tendering, and prepare scopes of work, pricing schedules, contract exhibits and tender addenda.
• Lead technical and commercial bid evaluations, prepare comparison sheets, evaluation reports, negotiation strategies and award recommendations, and chair clarifications, bidder interviews and negotiations.
• Administer EPC and major project contracts, interpret terms, refer legal questions to the Client's legal function, and maintain contract registers for notices, bonds, guarantees, insurance, payments, variations and claims.
• Lead variation, change-order and change-control processes, review extension-of-time and cost claims, and support payment certification, interim payments, retention, provisional sums and final accounts.
• Track OFCI / CFCI and long-lead equipment, identify procurement and contractual risks, and lead contract and commercial close-out.
• Prepare procurement, claims, variation, risk and executive reporting dashboards, and guide project teams on tender governance and contract interpretation.
• Lead and develop the procurement and contracts team, including contract administrators, procurement engineers and tendering support staff.

Required profile

• Bachelor's degree in Engineering, Construction Management, Law or a related discipline.
• 12-15 years of procurement and contracts experience on major construction or infrastructure projects, including at least 5 years leading a procurement, contracts or commercial function.
• Strong experience with contractor prequalification, tender management, bid evaluation, EPC contract administration under FIDIC or equivalent, and EPC lump-sum contracts.
• Experience managing contractors and suppliers, bonds, guarantees, insurance and contractual securities, and long-lead equipment (OFCI / CFCI).
• Team leadership experience, fluent written and spoken English, and proven ability to defend contractual positions.

Required skills

• Advanced Microsoft Excel and strong Word, PowerPoint and Outlook.
• SAP, Oracle or equivalent ERP / procurement / contract management systems.
• Preferred: data centre or mission-critical project experience, CIPS, MRICS / RICS, PMP, AACE, CIArb or equivalent, Arabic, and exposure to DAB / DAAB, adjudication or arbitration.
