Programme Director – Rail & Metro Infrastructure

About the role

This strategic leadership position oversees a multi‑billion‑dollar rail and metro infrastructure programme in Saudi Arabia. The Programme Director will guide delivery, governance and client engagement across several concurrent schemes, ensuring successful execution from planning through handover.

Key responsibilities

• Lead delivery of a major portfolio of rail and metro projects, ensuring safety, schedule, budget and quality.
• Provide executive leadership for programme management, governance and delivery assurance.
• Develop and implement programme‑wide standards, procedures and delivery frameworks.
• Oversee programme controls including planning, scheduling, cost management, risk and reporting.
• Manage multidisciplinary teams covering civil, track, stations, systems, signalling, telecommunications, electrification and depot infrastructure.
• Build and maintain strong relationships with senior client executives and key stakeholders.
• Drive collaboration between engineering, commercial, construction and project‑controls functions.
• Offer strategic advice on performance, risks and mitigation strategies.
• Mentor and develop senior project leadership teams.

Required profile

• Proven experience delivering large‑scale rail or metro programmes in client‑side, delivery‑partner or programme‑management environments.
• Extensive background managing complex, multidisciplinary infrastructure portfolios.
• Strong understanding of the full rail project lifecycle from planning to handover.
• Excellent stakeholder management with executive‑level client engagement.
• Demonstrated leadership of international, multidisciplinary teams.
