Project Coordinator – Construction & Stakeholder Management

About the role

We are looking for a proactive, detail‑oriented Project Coordinator to support Horizons Contracting Company’s construction projects in Riyadh. The role will act as the central link between the head office, project sites, government authorities and key partners such as King Saud University and Riyadh Valley Company, ensuring smooth execution and regulatory compliance.

Key responsibilities

• Coordinate project requests across head‑office functions (procurement, engineering, finance, HR, administration) and track deliverables.
• Accelerate urgent material, equipment and subcontractor needs by working closely with the Procurement Department.
• Secure timely shop drawings and engineering information from the Technical & Engineering Department.
• Monitor approved payments with the Finance Department and address operational needs with support functions.
• Maintain up‑to‑date knowledge of Riyadh construction regulations, manage permit applications, inspections and regulatory submissions.
• Organise and attend meetings with government authorities to prevent delays.
• Facilitate regular coordination with King Saud University and Riyadh Valley Company, handling construction logistics, traffic management and services tie‑ins.
• Maintain organized records of all authority correspondence, permits and compliance documents.

Required profile

• Proactive and detail‑oriented with strong organisational abilities.
• Solid understanding of Saudi construction regulations and authority compliance processes.
• Experience coordinating between multiple internal departments and external stakeholders.
• Ability to manage permits, approvals and regulatory documentation efficiently.
• Excellent communication skills for interaction with government bodies, university and corporate partners.
