Technical Project Manager – Riyadh

About the role

We are looking for an experienced Technical Project Manager to lead complex IT and digital transformation initiatives in Riyadh. The role bridges business stakeholders and technical teams, ensuring projects are delivered on time, within scope, and compliant with Saudi regulations.

Key responsibilities

• Lead end‑to‑end delivery of software development, system integration, cloud and digital platform projects.
• Define scope, objectives, timelines, budgets and success metrics.
• Establish and manage governance frameworks aligned with organizational and Saudi regulatory standards.
• Act as primary contact for Arabic‑speaking clients, government entities and internal leadership.
• Conduct meetings, workshops and status reviews in Arabic and English.
• Translate business requirements into clear technical deliverables for development teams.
• Manage vendors, system integrators and third‑party service providers.
• Oversee solution design, testing, deployment and post‑go‑live support.
• Identify technical risks, dependencies and implement mitigation plans.
• Monitor budgets, forecasts, resource allocation and ensure quality documentation.

Required profile

• 7–12 years of experience managing large‑scale IT projects.
• Fluent Arabic (mandatory) and English.
• Bachelor’s degree in Computer Science, IT, Engineering or related field.
• Proven ability to work with architects, developers and infrastructure teams.
• Strong knowledge of Saudi cybersecurity, data‑privacy and regulatory requirements (e.g., NCA, SDAIA).
