Testing and Commissioning Engineer - Electrical Substations

About the role

The Testing and Commissioning Engineer is responsible for starting, coordinating and completing the testing and commissioning works of electrical substation protection and control systems, in line with the project's Safety, Quality, Cost and Delivery targets and the contract technical specifications. The role is based in Riyadh.

Key responsibilities

• Organize and manage all substation tests, including preparing test plans and procedures and carrying out site tests of protection and control systems
• Establish and update the testing schedule according to the overall schedule
• Manage test equipment such as digital multimeters, injection sets and wattmeters, and ensure calibration certificates are valid
• Check that site tests meet contract requirements and issue non-conformance reports when needed
• Ensure drawings are marked up for as-built documentation and that test reports are compiled, approved and signed by the Consultant or Client
• Back up equipment files such as protection relay settings and configuration, and deliver them with the marked-up drawings
• Coordinate daily activities with the Client, recommend field changes beneficial to plant operations, and prepare the final commissioning report
• Prepare monthly progress reports and monitor quality objectives and KPIs
• Ensure compliance with PMH, GRID Quality and EHS policies and IMS procedures, and check that permits, method statements, risk assessments and LOTO are followed

Required profile

• Bachelor's degree in Electrical Engineering or a relevant degree
• At least 7 years of experience as a Testing and Commissioning Engineer in a similar industry
• Strong knowledge of protection and control panels at 400/132/33/11 kV, including busbar, line, breaker, capacitor and transformer protection, load shedding and stability schemes
• Strong knowledge of control panels (AVR, ABTS, ACCS, AMR) and of SAS design, testing and commissioning
• Ability to influence stakeholders and communicate project issues clearly to senior leadership
• Proficiency in English and Arabic
