VP Business Development – Public Sector (Saudi Arabia & Bahrain)

About the role

Mastercard is seeking a Vice President of Business Development for the Public Sector in Saudi Arabia and Bahrain. The role will lead government relationships, drive strategic use‑case programs and support the country’s Vision 2030 digital‑payments agenda.

Key responsibilities

• Identify, qualify, develop and close market‑wide or use‑case solutions for government clients, both solicited and unsolicited.
• Build and maintain a pipeline of business opportunities in line with the local market strategy, in partnership with the Country Manager and regional teams.
• Develop and monitor account plans, KPIs and manage partnership programmes through all stages: discover, qualify, prioritize, plan, execute and codify.
• Support quarterly business reviews and annual budget planning for the Saudi‑Bahrain market.
• Collaborate with the Government Centre of Excellence and global corporate units to co‑design commercial and non‑commercial solutions.
• Lead the design of strategic and commercial initiatives that create sustainable, scalable and repeatable business models.

Required profile

• Deep understanding of government processes and regulatory environments.
• Strong analytical capabilities and a background in strategy or business development.
• Basic knowledge of financial technology and payments solutions.
• Excellent strategic communication and presentation skills to secure stakeholder buy‑in.
• Proven ability to work cross‑functionally in a matrix organisation and deliver measurable results.
