Cluster Director of People & Culture (Saudi National)

About the role

The Cluster Director of People & Culture will lead the HR strategy for the pre‑opening phase of Raffles & Fairmont the Red Sea, ensuring alignment with brand values and Saudi ownership objectives. This senior position is responsible for building a high‑performing, inclusive workforce that delivers luxury hospitality excellence.

Key responsibilities

• Design and execute the pre‑opening manning plan, recruitment, onboarding and training for all resort staff.
• Ensure full compliance with Saudi labour law, Saudisation targets and all government regulations.
• Develop People & Culture policies, systems and employee services, including housing, welfare and payroll administration.
• Partner with the Resort Manager and Managing Director to achieve operational readiness for the grand opening.
• Lead employee engagement initiatives, performance management, succession planning and talent retention programs.

Required profile

• 8‑10 years of progressive HR leadership experience, with at least 3‑5 years in a Director‑level role within luxury hospitality.
• Proven track record of managing full talent lifecycle in high‑end hotels or resorts.
• Bachelor’s degree in Human Resources, Business or related field; Master’s degree or professional HR certification preferred.
• Fluent English; Arabic or other languages are an asset.
