Buyer – Procurement of High‑Value Technical Materials

About the role

The Buyer (SMP) is responsible for procuring high‑value technical materials, chemicals, equipment and spare parts for the refinery. The role ensures compliance with Samref purchasing procedures and supports end‑users across the plant.

Key responsibilities

• Receive stock and non‑stock material requisitions and prepare purchase orders using SAP.
• Issue RFQs to local and foreign vendors, evaluate bids, and recommend suppliers in line with Samref policies.
• Coordinate with Saudi Aramco/Exxon‑Mobil, outsourcing agents, and expeditors on purchase requisitions, freight forwarding and logistics.
• Monitor supplier performance, conduct supplier surveys, and pre‑qualify new sources.
• Negotiate with suppliers to achieve cost savings and ensure quality and total value.
• Manage the sale of scrap and surplus materials.
• Issue purchase orders for repair and return of major refinery equipment and supervise related activities.
• Provide advice and status updates to end‑user departments via SAP and email.

Required profile

• Bachelor’s degree in Business Administration, MIS, Material Management, Supply Chain or equivalent.
• 3–6 years of experience in buying/purchasing/supply chain management, preferably in refinery, petrochemical or industrial environments.
• Knowledge of international freight forwarding terms (Incoterms) and duty exemption requirements.
• Saudi nationality (Saudi only).
