Chief Operating Officer – Smart Cities & Spatial AI

About the role

An exceptional executive opportunity to lead a high‑growth, stealth‑mode Joint Venture between global technology leaders and top‑tier Saudi national entities. The company is establishing the benchmark for Smart Cities, Spatial Computing, 3D Digital Twin Platforms, and Sovereign AI.

Key responsibilities

• Lead end‑to‑end operational execution, business strategy, and commercial growth of a multi‑million‑dollar Smart City and Spatial AI platform.
• Spearhead commercial deployment of 3D Digital Twins, Geospatial AI, Map‑First Super Apps, and Sovereign Cloud Infrastructure for mega‑projects, municipalities, and master developers.
• Transform cutting‑edge AI and spatial data capabilities into scalable commercial products such as SaaS, Urban Services, and B2B/B2G platforms.
• Engage with government stakeholders, master developers, and municipalities to position the technology as the national standard for smart urban environments.
• Build and mentor a world‑class team of engineers, product leaders, and commercial experts while ensuring data sovereignty and top‑tier corporate governance.

Required profile

• 12–15+ years of senior leadership experience (COO, MD, VP, or C‑Level) within Smart Cities, PropTech, Geospatial/GIS platforms, Big Tech, or Telecom digital arms.
• Hands‑on experience in urban technology, master community solutions, 3D mapping/GIS, or AI‑driven municipal platforms.
• Proven track record in P&L management, driving B2G/B2B deals, and navigating the Saudi public and real‑estate sector ecosystem.
• Entrepreneurial vision with the ability to bridge complex deep‑tech capabilities and commercial market demands.
