Chief Operations Officer (COO) – Real Estate Development

About the role

We are seeking a Chief Operations Officer (COO) to lead the day‑to‑day operations of a leading real‑estate developer’s Saudi Arabia portfolio. The role reports to the executive leadership team and is responsible for ensuring operational efficiency across a large development area.

Key responsibilities

• Manage a team of up to 10 direct reports and oversee all operational functions.
• Ensure high‑level operational efficiency for a large development area, covering buildings, infrastructure and public spaces.
• Oversee operational management of all assets across the portfolio, including safety, security, facilities management, maintenance and cleaning services.
• Lead the bidding and tender process for multiple suppliers and manage contracts to meet Service Level Agreements (SLAs) and operational KPIs.
• Communicate with government authorities and external stakeholders to satisfy operational requirements.
• Prepare and deliver high‑level operational reports to the executive leadership team.
• Ensure compliance with governance, health and safety regulations.

Required profile

• Fluent Arabic speaker.
• Proven experience managing teams of up to 10 direct reports.
• Extensive experience overseeing operations of large real‑estate development projects.
• Strong understanding of bidding, tendering and multi‑supplier management.
• Demonstrated ability to work with government bodies and external stakeholders.
• Experience in high‑level reporting to senior leadership.
• Knowledge of governance, compliance and health‑and‑safety standards.
