Chief, Talents Development

About the role

The Chief, Talents Development will lead the creation and expansion of the company's Talent Development function. This senior position is responsible for designing structured learning programs that enhance employee capabilities and support long‑term career progression across the organization.

Key responsibilities

• Activate free and HRDF‑supported training programs and monitor progress.
• Design and manage learning pathways and professional certification programs aligned with current and future skill needs.
• Evaluate, select, and oversee paid training initiatives (in‑house, within KSA, or abroad).
• Support employees enrolled in academic programs (diploma, bachelor’s, master’s) in line with company policy.
• Develop Saudization upskilling pipelines with measurable progression plans.
• Build succession and knowledge‑transfer plans for critical roles.
• Manage trainee affairs across multiple departments (supply chain, IT, marketing & sales, HR, risk & governance, etc.).
• Oversee Cooperative Training, Tamheer, and internal upskilling trainees, including contract administration in Qiwa.
• Promote digital learning adoption through LMS platforms, e‑learning, and virtual training delivery.
• Create first‑line supervisor and leadership development tracks for high‑performing staff.
• Maintain relationships with government, semi‑government, and non‑profit training entities to access programs, funding, and partnerships.
• Maintain training databases, prepare onboarding content, issue certificates, and produce management reports.

Required profile

• Strong background in Learning & Development, corporate training, or professional certification programs.
• Professional L&D certifications preferred (e.g., CIPD, ATD, Train‑the‑Trainer, instructional design, SHRM‑CP or equivalent).
• Proven experience designing structured curricula and tracking certification/completion outcomes.
• Bilingual proficiency in Arabic and English.
