Commercial Manager – Construction Projects

About the role

Parsons is seeking a Commercial Manager to lead the financial and contractual performance of large‑scale infrastructure projects in Riyadh. The role bridges project delivery with commercial viability, ensuring profitability, compliance and timely execution within the Kingdom’s Vision 2030 framework.

Key responsibilities

• Oversee commercial reporting, including cost planning, budgeting, cash‑flow forecasting and Earned Value Analysis.
• Administer and monitor complex contracts (FIDIC, NEC or bespoke) in line with Saudi procurement regulations.
• Identify and mitigate contractual and financial risks throughout the project lifecycle.
• Lead the assessment, negotiation and resolution of variations, change orders and disputes.
• Serve as the primary commercial liaison for the client, government authorities and major subcontractors.
• Mentor and manage a team of Quantity Surveyors and Cost Engineers, promoting technical excellence.

Required profile

• Minimum 15 years of progressive commercial management experience on large‑scale engineering or mega‑construction projects.
• Proven experience in the GCC, with deep knowledge of Saudi regulatory frameworks and Vision 2030 initiatives.
• Bachelor’s degree in Quantity Surveying, Commercial Management or Civil Engineering.
• Chartered status (e.g., MRICS, FRICS) is highly preferred.
• Excellent English communication skills, both written and verbal.
