Commercial Manager – Industrial Construction

About the role

SEGULA Technologies is looking for an experienced Commercial Manager to lead commercial, contractual and cost‑management activities for a major automotive industrial construction programme in King Abdullah Economic City, Saudi Arabia. The role oversees the full commercial lifecycle of multiple construction packages, from tendering to final‑account settlement.

Key responsibilities

• Prepare, review and negotiate construction contracts (FIDIC, NEC, bespoke forms).
• Manage contract administration, correspondence, notices and commercial risks.
• Establish and maintain project cost plans, budgets, cash‑flow forecasts and cost‑to‑complete reporting.
• Lead tendering, BOQ preparation, bid evaluation and contractor award recommendations.
• Oversee contractor and subcontractor pre‑qualification.
• Evaluate, negotiate and settle variations, claims and final accounts.
• Maintain change and variation registers and review interim payment applications.
• Manage retention, performance bonds and advance‑payment guarantees.
• Support dispute avoidance and resolution, and assess EOT and additional‑cost claims.
• Prepare monthly commercial and cost reports for senior management.

Required profile

• Bachelor’s degree in Quantity Surveying, Civil Engineering, Construction Management or related field.
• 12–15+ years of commercial‑management experience, including at least 5 years in a senior/lead role.
• Proven GCC experience managing variations, claims and final accounts.
• Experience on large‑scale industrial, manufacturing or infrastructure projects.
• MRICS or equivalent highly desirable; RICS/CIOB membership advantageous.
• Post‑graduate qualifications (MBA, Construction Law, Project Management) are a plus.
