Cost Controller - Oil & Gas Projects

About the role

Samsung E&A, a specialized EPC company covering oil and gas, refinery, petrochemical and energy transition projects, is hiring a Cost Controller in Al Jubail. The role covers project and construction cost control, from routine reporting and change orders to cash flow forecasting and subcontractor monitoring.

Key responsibilities

• Perform or supervise project and construction cost control, develop cost control programs and coordinate integrated cost control under standard procedures.
• Produce routine cost and financial reports for the field control manager and construction manager.
• Support payment applications and invoicing, identify bottlenecks in collections and set up resolutions.
• Calculate and record cost impacts of change orders and back charges to subcontractors; review vendor estimates against company requirements.
• Interface with accounting, procurement and engineering to align cost coding and work breakdown structure across the project.
• Check subcontractor invoices, research material prices and subcontractor cost trends, and assist in producing cost reports.
• Organize change order history, collect manpower, work volume and schedule data, and prepare the 3-month construction cash flow forecast.
• Operate SAP (V/O, P/R, P/O creation, invoice posting, bond registration) and Cube MDG (vendor registration).
• Review monthly progress payment certificates against the subcontract BOQ, monitor subcontract progress and value of work done, and liaise with EPC and installation functions on budget, schedule and cost forecasts.
• Analyze actual versus budget performance, review monthly forecasts and deviations, and help prepare client invoices.

Required profile

• Experience in cost control, preferably project-based cost control in the oil and gas or petrochemical industry.
• Knowledge of contracts and subcontracting, correspondence such as letters, and overall cost control.
• Analytical thinker with talent for planning, implementing procedures and streamlining complex work.
• Technically strong in project cost planning, scheduling, calculation and reporting.

Required skills

• SAP operations (V/O, P/R, P/O creation, invoice posting, bond registration)
• Intermediate-to-advanced Microsoft Office, especially Excel
• Contract and subcontracting knowledge
