Data Center Commissioning Manager (Onsite, KSA)

About the role

Decima International, a professional services firm providing project management and controls services to clients in the United States and the Middle East, is seeking an experienced Commissioning Manager to lead commissioning on major mission-critical projects in KSA. The role owns the Commissioning Management Plan, oversees commissioning readiness and L1-L5 testing, and coordinates contractors, consultants, vendors and the Owner through final testing, turnover and acceptance. The position is onsite in KSA and is open only to UK and US citizens.

Key responsibilities

• Develop, implement and maintain the Project Commissioning Management Plan, and lead planning, readiness assessments, stage-gate reviews and execution.
• Monitor commissioning progress against milestones and requirements, and perform final review, sign-off and escalation of readiness, L1-L5 test results and turnover packages.
• Oversee L1-L5 commissioning, Functional Performance Testing and Integrated Systems Testing, and approve procedures, test scripts, method statements and supporting documentation.
• Ensure compliance with project specifications, design intent, approved procedures and industry standards.
• Coordinate with contractors, consultants, vendors and the Owner to resolve issues, identify risks and readiness gaps, and track open issues and corrective actions to closure.
• Ensure documentation, test records, certificates and turnover packages are complete and accepted, and coordinate handover to operations teams.
• Report progress, risks and outstanding issues to the PMC Lead / Site Director and support final project acceptance and operational readiness.

Required profile

• Bachelor's degree in Mechanical, Electrical, Electromechanical Engineering or a related discipline.
• Certified Commissioning Authority (CxA) certification.
• Strong commissioning management experience on major mission-critical or data center projects.
• Experience developing Commissioning Management Plans, readiness assessments and stage-gate reviews, and hands-on L1-L5 commissioning.
• Experience leading Functional Performance Testing and Integrated Systems Testing, and turnover planning and handover.
• Strong risk management, issue resolution and stakeholder coordination skills, and ability to communicate to technical and management stakeholders.

Preferred qualifications

• Additional certifications such as ACG, BCxP or equivalent.
• Hyperscale data center project experience.
• Familiarity with ASHRAE, CSA, BSRIA and other commissioning standards, and with electronic commissioning management and document control tools.
