Digital Economy Investment Fund Secretariat Director

About the role

The Digital Cooperation Organization seeks a visionary executive leader to head the Secretariat of its Digital Economy Investment Fund (DEIF). The role will drive the creation, operationalisation, and global scaling of this flagship blended‑finance mechanism, mobilising capital to accelerate digital‑economy development across member states.

Key responsibilities

• Define and lead the strategic vision, roadmap, and operational model for DEIF.
• Design and operationalise a blended‑finance architecture that combines public, private, and concessional capital.
• Align DEIF initiatives with DCO strategic priorities and member country needs.
• Conceptualise, build, and operationalise the Global Investment Finance Alliance for Digital (GIFAD).
• Lead negotiations with multilateral development banks, sovereign entities, DFIs, foundations, and private investors.
• Secure diversified funding sources and attract private‑sector participation through de‑risked financing solutions.
• Oversee comprehensive financial planning, resource allocation, and cost‑efficient financing approaches.
• Establish robust governance frameworks, policies, and standardised operational procedures ensuring ESG and development impact compliance.
• Manage a Project Preparation Facility to transform concepts into investment‑ready projects.

Required profile

• Visionary executive leader with proven experience in strategic capital mobilisation.
• Strong background in blended finance, development impact investing, and partnership negotiation.
• Demonstrated ability to design and implement large‑scale financial architectures.
• Experience working with multilateral development banks, sovereign donors, and private investors.
