Digital Economy Navigator Manager

About the role

The Digital Economy Navigator Manager will shape the strategic design and management of DCO's digital economy roadmap, helping Member States advance their digital maturity. The role owns the methodology, data, and reporting behind the Digital Economy Navigator (DEN) index and works closely with Member States, IT teams, and senior leadership to turn data into strategy.

Key responsibilities

• Contribute to the development of the Digital Economy Intelligence business plan in alignment with DCO strategy.
• Develop and implement operational plans for Digital Ecosystem Roadmap Design to achieve DCO's strategic goals.
• Discuss budgeting requirements with top management, ensure effective budget utilization, report progress and challenges, and propose initiatives that deliver positive financial impact while mitigating risks.
• Lead the design and implementation of policies and procedures to meet procedural and legislative requirements; drive continuous improvement and cost reduction; monitor daily activities for compliance.
• Develop and update methodologies aligned with global standards and digital economy maturity; assess maturity indices and DEN characteristics; guide research on dimensions, pillars, and indicators; refine primary and secondary data collection methodologies; procure analytical tools; enforce data cleansing and validation protocols.
• Identify trends in datasets; conduct workshops with Member States to analyze current state and pain points; synthesize data into strategic recommendations; convert analytics into clear actionable insights.

Required profile

• Minimum of 108 months (9 years) of relevant experience in digital economy strategy, data analysis, or related fields.
• Proven experience working with governmental or intergovernmental organizations and senior leadership.
• Ability to manage budgets and drive policy implementation.
