Director for Roads and Car Parks

About the role

Jasara Program Management Company, a joint venture of PIF, Jacobs and Saudi Aramco, is looking for a Director for Roads and Car Parks. The role serves as the subject‑matter expert responsible for strategic planning, governance, performance monitoring and lifecycle optimisation of roads, tunnels and car‑park infrastructure across Saudi Arabia.

Key responsibilities

• Develop and implement long‑term strategies and asset‑management frameworks for roads, tunnels and car‑park assets.
• Lead asset‑lifecycle activities including planning, design review, operation, maintenance, renewal and replacement.
• Conduct Stage‑Gate assurance reviews, technical audits and performance assessments to support Go/No‑Go decisions.
• Ensure compliance with organisational governance, industry standards and regulatory requirements.
• Provide technical leadership, risk‑based maintenance approaches and criticality assessments.
• Support executive leadership in defining investment priorities and capital‑planning programmes.

Required profile

• Minimum 20 years (240 months) of experience in infrastructure management, civil engineering or related fields.
• Proven track record in asset management, strategic planning and governance of large‑scale road and parking projects.
• Strong leadership and stakeholder‑management capabilities.
• Ability to oversee technical oversight, risk management and performance monitoring across the asset lifecycle.
