Director of People & Culture (Saudi National)

About the role

The Director of People & Culture will lead the HR function for Raffles Diriyah, a luxury hotel set within a UNESCO World Heritage site. Reporting to the General Manager, you will ensure the hotel’s people strategy aligns with business objectives and Saudi labour regulations.

Key responsibilities

• Ensure compliance with Saudi labour law, Saudization targets, and all related government requirements.
• Lead daily operations of the People & Culture department, overseeing recruitment, onboarding, training, performance management and succession planning.
• Partner with the General Manager and senior leadership to achieve full operational readiness for the hotel opening.
• Design and implement pre‑opening learning and development programmes that embed brand culture and service excellence.
• Develop and execute a comprehensive People & Culture strategy, including compensation, benefits, recognition and welfare services.
• Analyse HR metrics, identify trends and make data‑driven decisions to improve efficiency.
• Manage the annual People & Culture budget and ensure adherence to safety and policy standards.

Required profile

• Proven track record leading People & Culture functions in a high‑end hotel environment.
• In‑depth knowledge of Saudi employment legislation, HR strategies, compensation & benefits, employee relations and wellness programmes.
• Pre‑opening experience in the hospitality sector is highly advantageous.
• Strong leadership abilities with excellent interpersonal and communication skills.
• Bachelor’s degree in Human Resources, Business or a related field.
