Executive Director - Land Management

About the role

A permanent leadership position with a mixed-use mega development in Riyadh, where the Executive Director of Land Management provides executive leadership and strategic direction for all land-related activities. The role covers land acquisition, entitlements and permitting, compliance with local and national land use laws, and optimising the value of existing land assets to support development pipelines.

Key responsibilities

• Contribute to the company's vision, mission and strategy, develop the Land Management Department's strategic plan and set performance objectives
• Identify, appraise and acquire new land parcels, conduct market research and feasibility studies, and build relationships with landowners, agents and local authorities
• Ensure compliance with zoning, environmental and property laws, oversee planning applications and permits, and resolve land use conflicts
• Direct due diligence on land transactions, including environmental assessments, surveys and title reviews
• Manage a portfolio of land assets such as conservation easements, development sites, agricultural land and public access areas
• Develop and manage the department budget, maintain land records, maps and surveys using GIS, and review annual budget and policies
• Act as the main spokesperson on land matters with government officials, regulators, community groups and the public, and lead negotiations on land use agreements and partnerships
• Recruit, lead and mentor the land management team, including managers, planners and technical specialists

Required profile

• Bachelor's degree in a relevant discipline; a Master's in Urban Planning, Real Estate, Land Resource Management or a related field is highly preferred
• Strong background in land development and proven leadership and strategic planning in the property industry
• Experience managing budgets and delivering financial outcomes
• Knowledge of land acquisition laws and regulations in Riyadh
