HR and Administration Manager

About the role

The HR and Administration Manager will lead shared services across Human Resources, Government Relations, Administration and Non‑Commercial Purchasing, ensuring compliance, efficiency and audit‑ready processes for operations throughout the Kingdom.

Key responsibilities

• Lead the shared‑services team, set KPIs and SLAs, and report performance, cost and compliance to executive management.
• Oversee the full employee lifecycle – recruitment, onboarding, contracts, performance management, payroll via Mudad, GOSI, medical insurance and end‑of‑service benefits – in line with Saudi Labour Law and Nitaqat requirements.
• Manage government relations on Qiwa, Muqeem, Absher Business and maintain all commercial licences, municipal permits and regulatory renewals.
• Administer office facilities, staff accommodation, company vehicles, travel, visas and document control across sites.
• Run non‑commercial purchasing, enforce procurement policies, vendor evaluation, competitive quotations and ensure ZATCA e‑invoicing and VAT compliance.
• Design internal controls, support audits and drive automation of HRMS, ERP and procurement workflows.

Required profile

• Bachelor’s degree in Business Administration, Human Resources or related field; master’s or professional certification (CIPD, SHRM, CIPS) is a plus.
• 10+ years of experience, at least 5 years in a managerial role covering HR, government relations and administration in Saudi Arabia.
• Fluent in Arabic and English, Saudi national.
