HR Operations Senior Manager

About the role

The HR Operations Senior Manager will lead HR service delivery across multiple business units in Saudi Arabia, ensuring efficient processes, regulatory compliance and consistent HR practices. This role drives operational performance, system improvements and workforce initiatives aligned with business objectives.

Key responsibilities

• Oversee end‑to‑end employee lifecycle processes, payroll coordination, leave, attendance and employee services.
• Standardise HR policies, procedures and workflows to improve efficiency and service quality.
• Monitor HR KPIs and SLAs, prepare management reports and implement corrective action plans.
• Ensure compliance with Saudi labour law, government platforms, Saudization requirements and data‑protection standards.
• Lead HR system implementations and enhancements (Oracle Fusion HCM, SAP SuccessFactors, Microsoft Dynamics 365 HR).
• Manage employee investigations, grievances and disciplinary actions confidentially.
• Oversee performance management, including goal setting, appraisals and calibration.
• Lead HR budgeting, manpower planning and workforce cost monitoring in partnership with Finance.
• Supervise compensation and benefits administration, including payroll, insurance and end‑of‑service benefits.
• Coordinate Saudization plans and government compliance activities with Government Relations.
• Support organisational development, restructuring, change management and acquisition integration.
• Provide interim leadership for Learning & Development until a dedicated manager is appointed.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Psychology or related field.
• Minimum 10 years progressive HR experience, including at least 4 years in HR Operations or Business Partner leadership.
• At least 4 years HR experience in Saudi Arabia or GCC with strong knowledge of Saudi labour law and Saudization.
• Professional proficiency in English; Arabic strongly preferred.
• Master’s degree and HR certifications (CIPD, SHRM, PHR/SPHR) are a plus.
• Healthcare industry experience is strongly preferred.
