HSE Supervisor – Transport Infrastructure (Saudi National)

About the role

WSP is looking for an experienced HSE Supervisor to join the consultancy team overseeing a major transport infrastructure, roads and utilities project in Madinah. The role focuses on ensuring health, safety and environmental compliance across all construction activities while acting as the primary HSE liaison between the client, contractors and the supervision team.

Key responsibilities

• Monitor contractor adherence to project HSE requirements, Saudi regulations and approved safety plans.
• Conduct routine site inspections, audits and safety observations for road and utilities works.
• Identify unsafe acts, enforce corrective actions and review risk assessments, method statements and permit‑to‑work systems.
• Participate in incident investigations, recommend preventive measures and maintain accurate HSE records and reports.
• Support toolbox talks, safety campaigns and coordinate HSE integration with daily construction operations.
• Attend project meetings and provide professional HSE guidance to all stakeholders.

Required profile

• Bachelor's degree or diploma in Health & Safety, Engineering, Environmental Science or related field.
• NEBOSH International General Certificate (IGC) – mandatory.
• Minimum 7 years of HSE experience on transport infrastructure, roads and utilities projects.
• Prior experience with engineering consultants, PMC or supervision consultants.
• Strong knowledge of Saudi regulations, international HSE standards and construction safety practices.
• Excellent communication, reporting and stakeholder management skills in English; Arabic is a plus.
