Human Resources Manager – Riyadh

About the role

We are looking for an experienced Human Resources Manager to lead our HR function on‑site in Riyadh. The role is full‑time and will oversee all people‑related activities for a construction company operating large‑scale projects.

Key responsibilities

• Develop and implement HR policies and procedures aligned with Saudi labour regulations.
• Manage end‑to‑end recruitment, onboarding, and workforce planning for construction projects.
• Oversee employee relations, performance management, payroll processing and contract administration.
• Handle residency (Iqama) issuance and renewal, ensuring compliance with immigration rules.
• Utilise Saudi government platforms (Qiwa, GOSI, Muqeem, Mudad) for reporting and statutory compliance.
• Lead and develop the HR team, providing coaching and performance feedback.

Required profile

• Minimum 8 years of HR experience, preferably within construction or project‑based environments.
• In‑depth knowledge of Saudi Labour Law and related regulations.
• Proven track record in recruitment, employee relations, payroll, contracts and residency management.
• Strong leadership and ability to design and enforce HR policies.

Required skills

• Proficiency with Qiwa platform.
• Proficiency with GOSI system.
• Proficiency with Muqeem portal.
• Proficiency with Mudad platform.
