Infrastructure & Operations Budgeting Assistant Manager

About the role

The Infrastructure & Operations Budgeting Assistant Manager is responsible for monitoring financial and project performance of the infrastructure function, setting financial plan guidelines, and ensuring clear long-term direction through approved budgets and forecasts. The role supports senior leadership by analysing variances, consolidating budget estimates, and driving cost-optimization initiatives.

Key responsibilities

• Monitor and review financial and operational performance against strategic objectives and budget targets.
• Prepare periodic and year-end planning and forecasting reports in line with corporate requirements.
• Set and communicate financial plan and budget guidelines to ensure long-term direction.
• Analyse financial plans using KPIs such as return on capital, profitability, liquidity and free cash flow.
• Review, consolidate and validate budget estimates from infrastructure and operations teams.
• Track cost-optimization efforts and follow up on adherence to efficiency programs.
• Contribute to capital‑expenditure (CAPEX) and business efficiency programmes.
• Approve purchase order extensions according to the authority matrix and manage CAPEX/OPEX envelopes.
• Develop variance reports for all CAPEX and O&M projects and maintain the CAPEX plan.

Required profile

• Minimum 5 years of experience in infrastructure budgeting, preferably within the telecommunications sector.
• Bachelor’s degree in Finance, Business Administration or a related field.
• Professional certifications such as CFA or CPA are a plus.
