Manager, Procurement & Supply Chain (Healthcare Experience Required)

About the role

The Manager of Procurement & Supply Chain owns vendor and contract risk for QHC from Day‑1 and builds the procurement and supply‑chain capability the organization needs as it scales through the startup phase. The role ensures sourcing, contracting and supplier management are governed, compliant and value‑driven.

Key responsibilities

• Develop and maintain a procurement plan aligned with startup priorities, activation milestones and budget, covering medical, technology, facilities and professional services.
• Lead sourcing, tendering and competitive evaluation processes, negotiate contracts and service agreements, and maintain the contract register.
• Establish and manage supplier relationships, onboarding, qualification and performance monitoring against KPIs and SLAs, while owning vendor risk.
• Set up supply‑chain and inventory processes for medical consumables, pharmaceuticals, equipment and non‑medical supplies to ensure availability and minimise waste.
• Implement procurement policies, delegation of authority and controls to meet Saudi regulatory requirements and maintain audit readiness.
• Drive cost‑efficiency, total‑cost‑of‑ownership discipline and identify savings opportunities without compromising quality.

Required profile

• Bachelor's degree in Supply Chain Management, Business, Finance, Engineering or a related field; professional certification (CIPS, CPSM) or Master's degree preferred.
• Minimum 6 years progressive experience in procurement and supply‑chain management, preferably within healthcare, construction/facilities or large‑project/start‑up environments.
• Proven experience owning vendor and contract risk and establishing procurement processes and controls.
• Working knowledge of Saudi procurement and regulatory requirements and experience with shared‑services or SLA‑based models.
• Strong commercial, negotiation and analytical capability.
