Program Manager

About the role

The Program Manager is responsible for leading and overseeing large‑scale infrastructure programs comprising multiple projects, ensuring successful delivery from planning through execution. The role involves coordinating with project sponsors, cross‑functional teams, and project managers to define scope, resources, budgets, and timelines while aligning with client objectives.

Key responsibilities

• Participate in planning and formulation of design alternatives and solutions for the construction project.
• Work closely with project sponsors, cross‑functional teams, and assigned project managers to develop scope, deliverables, resources, work plan, budget, and timing for new initiatives.
• Manage program and project teams for optimal return on investment and coordinate cross‑project initiatives.
• Identify key requirements for cross‑functional teams and external vendors.
• Develop and manage budgets, fiscal controls, contracts, and quality‑control provisions.
• Analyze and mitigate program risks, producing reports for managers and stakeholders.
• Communicate continuously with client representatives regarding project progress and concerns.
• Direct work sequencing to expedite delivery and minimize disruption of ongoing operations.
• Ensure compliance with design specifications, client requirements, and relevant quality, environmental, safety, and occupational‑health policies.

Required profile

• Bachelor's degree in engineering from an accredited university.
• Minimum 20 years of experience managing large‑scale infrastructure programs consisting of multiple projects.
• Experience with major government or semi‑government program and project implementations.
• Extensive construction‑management experience in water and wastewater works.
• Experience implementing a zero‑accident philosophy.
• Record of engagement with government entities or utility providers.
• Excellent verbal and written communication skills.
• International work experience.
