Quality and HSE Engineer

About the role

The Quality and HSE Engineer will lead quality assurance, quality control, health, safety and environmental activities across OSCO projects and operations. The role ensures compliance with ISO 9001, ISO 14001 and ISO 45001 standards while fostering a strong safety culture and continuous improvement.

Key responsibilities

• Develop, implement and maintain OSCO quality management and HSE management system procedures, plans and records.
• Prepare and execute inspection and test plans (ITPs), quality surveillance plans and audit programs.
• Conduct site, workshop and subcontractor quality inspections and HSE observations.
• Lead HAZID, HAZOP and risk assessment studies for projects and operations.
• Manage non‑conformance reports (NCRs), corrective and preventive actions (CAPA) and track close‑outs.
• Support internal and external IMS audits, client audits and third‑party certifications.
• Investigate incidents, near‑misses and quality escapes, delivering root‑cause analyses and corrective action plans.
• Monitor and report HSE performance, quality KPIs and leading/lagging indicators.

Required profile

• Bachelor’s degree in Electrical, Mechanical, Industrial Engineering or Occupational Health and Safety.
• Minimum 4 years of QA/QC or HSE experience in oil & gas, construction or industrial manufacturing.
• Lead Auditor certification for ISO 9001, ISO 14001 or ISO 45001 preferred.
• NEBOSH IGC, IOSH or equivalent HSE qualification is an advantage.
• Familiarity with Aramco, SABIC or similar client quality and HSE requirements preferred.

Required skills

• In‑depth knowledge of ISO 9001, ISO 14001 and ISO 45001 requirements.
• ITP development, inspection and audit execution.
• Facilitation of HAZID, HAZOP and risk assessments.
• Management of NCRs and CAPA processes.
• Strong reporting and communication of audit findings and performance metrics.
