Recruitment Manager – Riyadh

About the role

Foreground LLC is a leading regional developer of large‑scale public‑private partnership projects across oil & gas, energy transition, water distribution and social infrastructure. We are seeking an experienced Recruitment Manager to lead talent acquisition from our Riyadh office. This hands‑on leadership role will manage the full recruitment lifecycle for a complex, project‑driven organization.

Key responsibilities

• Lead end‑to‑end recruitment across the holding company, operating companies and project entities, from workforce planning to onboarding handover.
• Partner with project directors, functional heads and the investment team to anticipate hiring needs tied to project awards and mobilisation schedules, advising on market realities and compensation benchmarks.
• Build proactive sourcing strategies for technical, engineering, commercial and corporate talent, emphasizing Saudi national talent through direct sourcing, LinkedIn, job boards, referrals and external search partners.
• Own delivery against Saudization (Nitaqat) targets and ensure recruitment supports the group’s localisation strategy.
• Manage, coach and develop a small recruitment team, setting performance targets and building capability as hiring volumes grow.
• Oversee relationships with recruitment agencies and executive search partners, negotiating terms and holding vendors to service levels.
• Manage and optimise the applicant tracking system, ensuring data accuracy, pipeline visibility and reliable reporting on key metrics.
• Strengthen candidate experience and employer brand throughout the hiring journey.
• Ensure all recruitment activity complies with Saudi labour law, internal governance and data‑privacy requirements.

Required profile

• Bachelor’s degree in Human Resources, Business Administration, Engineering or a related field.
• 6–10 years of recruitment experience, including at least 3 years in a managerial or team‑leadership capacity.
• Proven track record recruiting within infrastructure, construction, energy, oil & gas or similar project‑driven environments in Saudi Arabia or the GCC.
• Strong knowledge of Saudi labour law, Nitaqat/Saudization frameworks and the local talent landscape.
• Experience managing high‑volume mobilisation hiring alongside specialist and senior appointments.
• Hands‑on experience with applicant tracking systems and data‑driven recruitment reporting.
• Excellent communication and negotiation skills; fluency in English.
