Senior Program Controls Specialist

About the role

Honeywell is looking for a Senior Program Controls Specialist, open to Saudi nationals only. The role leads and governs program controls across a portfolio of large, complex projects, giving strategic oversight of cost management, scheduling, forecasting, risk management, performance reporting, change control and portfolio analytics. It acts as a trusted advisor to executive leadership, project directors, finance, commercial, procurement and delivery teams, and drives data-informed decisions and governance compliance.

Key responsibilities

• Lead the development, implementation and continuous improvement of program controls frameworks, methodologies, policies and governance processes across multiple projects.
• Oversee project budgets, forecasts, schedules, cash flow, earned value performance and key performance indicators.
• Direct portfolio-wide cost and schedule forecasting and ensure accurate, consistent reporting to senior leadership.
• Establish, approve and maintain program and project baselines for scope, schedule, cost, progress and performance.
• Lead monthly business reviews and executive reporting, including variance analysis, trend assessment and scenario evaluation.
• Analyze and resolve critical risks, schedule delays, cost overruns, productivity challenges and execution issues.
• Partner with Project Directors, Program Managers, Commercial, Finance, Procurement and Delivery teams.
• Provide executive dashboards and insights using Power BI, SAP, Primavera P6 and Microsoft Excel.
• Lead change management and change control governance, evaluating cost, schedule, contractual, risk and business impacts.
• Oversee project controls personnel, providing direction, coaching, mentoring and performance management.
• Ensure compliance with corporate governance, client obligations, audit expectations and industry best practices.
• Direct portfolio-level risk management, mitigation planning, contingency management and escalation of material exposures.
• Support business planning, resource and capital planning, and long-range portfolio performance analysis.
• Lead audits, compliance reviews, lessons learned, assurance activities and continuous improvement initiatives.

Required profile

• Bachelor's degree in Engineering, Construction Management, Project Management, Finance, Business Administration or a related discipline.
• At least 10 years of progressive experience in project controls, program controls, cost management, planning, scheduling, project management or PMO leadership.
• Demonstrated experience leading project controls across large-scale capital projects, infrastructure, data centers, energy, engineering, construction or technology programs.
• Proven ability to influence executive stakeholders and lead cross-functional teams in a complex matrix organization.
• Proven experience leading project controls teams and developing their capability and talent.

Required skills

• Advanced expertise in cost management, forecasting and budgeting, schedule management, Earned Value Management, risk management, performance measurement, portfolio reporting and change control.
• Working knowledge of Primavera P6, SAP, Microsoft Excel and Power BI.
• Understanding of project finance, accounting principles, cash flow management, accruals and cost-to-complete methodologies.
• Strong analytical, strategic planning, communication, reporting and executive presentation skills.

Preferred: PMP, PgMP, PMI-SP, PMI-RMP, CCP, PSP, EVP or an equivalent professional certification; experience supporting multinational organizations.
