Technical Manager – Contracts & Procurement

About the role

Surbana Jurong Group, a global urban, infrastructure and managed services consulting firm, is looking for an experienced Technical Manager – Contracts & Procurement to oversee contract management and procurement for major projects, especially those governed by Saudi government procurement regulations. The role sits within the group's infrastructure and building solutions business.

Key responsibilities

• Lead contract management and procurement activities for government projects.
• Manage procurement processes from tender announcement through evaluation, award and contract signing.
• Ensure compliance with the Saudi Government Tenders and Procurement Law and applicable procedures.
• Review tender documents, contract conditions, procurement submissions and commercial documentation.
• Manage contract administration, variations, change orders, claims and contractual correspondence.
• Develop and implement contract management procedures, policies and best practices.
• Monitor contractual obligations and address commercial and contractual risks.
• Coordinate with clients, government entities, procurement teams and project stakeholders on contractual matters.

Required profile

• Bachelor's degree in Engineering, Business Administration, Accounting, Construction Management or a related discipline.
• Minimum 15 years of experience in contract management and procurement for government projects.
• Demonstrated experience in tendering, evaluation, award and contract signing.
• Previous experience working with government entities or organisations managing projects under Saudi government procurement regulations.

Required skills

• Strong knowledge of the Saudi Government Tenders and Procurement Law and associated procedures.
• Experience in contract administration, variations, change orders, claims and commercial contract management.
